The 40-year-old published his thoughts online in the early hours as he claimed Mr Davis had been “working a threeday week since day one”.
He also accused the Brexit secretary of displaying “drunk, bullying and inappropriate” behaviour towards Diana Abbott.
The paper reported Mr Davis rejects these claims and apologised to the shadow home secretary in February.
The came after he appeared to attempt to embrace her before implying in a private message she was not attractive enough to kiss.
Since leaving government Mr Chapman has heavily criticised Brexit and wants to create a pro-EU party called the Democrats.
Mr Chapman also criticised the BBC claiming Mr Davis was close to presenter Andrew Neil, alleging: “They drink (lots) together regularly.”
Mr Neil tweeted: “Have dined with DD once in 10 years (you were there), lunched once in 10 years.”
Mr Chapman replied: “Quite a lot of vin rouge was consumed in my presence as you swapped uni stories and Brexit bulls**t.”
